Project Manager for Digital Twins of Territories

The Inria Saclay-Île-de-France Research Centre was established in 2008. It has developed as part of the Saclay site in partnership with Paris-Saclay University and with the Institut Polytechnique de Paris .

The centre has 41 project teams , 27 of which operate jointly with Paris-Saclay University and the Institut Polytechnique de Paris; Its activities occupy over 600 people, scientists and research and innovation support staff, including 44 different nationalities.

Inria is the French National Institute for Research in Digital Science and Technology. World-class research, technological innovation, and entrepreneurial risk-taking are part of its DNA. Across 200 project teams — most of them jointly operated with major research universities — more than 3,500 researchers and engineers explore new directions, often through interdisciplinary approaches and in collaboration with industrial partners to address ambitious challenges.

Inria is one of the founding members of the Jumeaux Numériques des Territoires (JUNN) consortium, which aims to equip France with a strategic infrastructure to make territories more understandable and predictable through digital twins. The program seeks to structure the French ecosystem for territorial digital twins: a sovereign, open, and interoperable digital commons serving ecological planning, industrial innovation, and public decision-making.

Alongside IGN, Cerema, and other industrial and academic partners, Inria contributes to the project’s scientific and technological building blocks (3D and temporal models, knowledge graphs, AI, simulations, advanced immersive interactions) and ensures its scientific coordination.

Inria is recruiting a project manager dedicated to JUNN to support the scientific coordination of the project and contribute to coordinating the various activities involving the institute. The selected candidate’s responsibilities will revolve around three main areas: scientific and technical missions, institutional missions, and mediation/outreach missions. These three areas are detailed below.

The successful candidate will serve as deputy to the scientific lead of the JUNN project and will be attached to the Inria Saclay Research Centre.

Scientific and Technical Mission

The candidate will contribute to Inria’s scientific and technical expertise in the field of digital twins, with responsibilities including:

• Participating in the coordination of contributions from Inria project-teams and academic partners involved in JUNN.
• Contributing to the planning and implementation of the “Territorial Digital Twins” Science Hub.
• Supporting the consortium’s technology watch activities related to territorial digital twins.
• Contributing to reflections on scientific use cases for territorial digital twins in general, and specifically on the building blocks resulting from the work of Inria research teams.
• Ensuring consistency between the scientific developments of Inria teams and the JUNN technological platform, while guaranteeing interoperability between research-generated tools, models, data, and methods and the platform itself.
• Facilitating the integration of results from the EDT program and other Inria contributions into the core components of the platform.
• Participating in the preparation of scientific and technical documentation and support materials related to the work of Inria teams for project partners.

Institutional Missions

The candidate will support the project’s scientific lead in project monitoring tasks and in dialogue with consortium partners and funding bodies (notably the Banque des Territoires).

The candidate will coordinate relations with related national and European projects, including in particular the Digital Program Agency (Engineering Digital Twins – EDT program) and the Digital Twins Factory initiative.

The candidate will promote JUNN and Inria’s contributions (scientific building blocks and use cases) to institutional, academic, industrial, and startup partners.

Mediation / Outreach Mission

The candidate will contribute to the dissemination of knowledge in all forms related to territorial digital twins, in collaboration with Inria’s Directorate for Scientific Culture and Information, Inria Academy, and the institute’s partners.

This activity may include the creation of scientific outreach modules and educational content related to geographic information processing in the context of scientific applications based on digital twins.

• Knowledge of Geographic Information Systems (GIS) and/or digital twins

• Experience in project management and coordination
